He had served on the council since 2007 and was Mayor from 2011 to 2012.
Bognor became Jim's home when he moved from Wales with his parents in 1960.
He was the first children's entertainer at the then-new Butlins in the town and was the driving force for Radio Bognor, which then led to Spirit FM.
V2 Radio's Programme Controller Ian Crouch paid this trubute, "In 1992 I met Jim Brooks, who was putting together a Radio station for Bognor to run for 28 days that summer. Jim gave me a chance to be part of this pioneering group of people who broadcast from the Regis Centre and, in later years, from Jim's house on Argyll Road. Over the course of the next four years, I got to know Jim really well as the group lobbied for a full-time radio station for South West Sussex. Jim was passionate about creating a station for the area, and his enthusiasm was infectious. Thanks to Jim's hard work and vision, Spirit FM launched in 1996 after four years of lobbying. I was lucky enough to have been involved and share Jim's vision from the start, and Thanks to Jim, I managed to get a job in the radio and still have one over 30 years later. RIP Jim - a local legend and visionary, who will be greatly missed."
